Honestly, it's a shame. This lets stand a court decision that it is legal for the County to unilaterally change a Williamson Act contract by a motion from the Board of Supervisors. On a less scholarly and more emotional note, this is heartbreaking for Mr. McKee. Not only has the County gone through great lengths to hound this man, but he is now responsible for paying the County's legal fees. He doesn't have that money and the County knows it. They've ruined an honest man's life for purely political reasons.
