On Tuesday, Californians passed Proposition 47 — AKA the Safe Neighborhoods and Schools Act — which reclassifies drug and theft crimes that involve less than $950 from felonies to misdemeanors.

Less than three days later, the Humboldt County Sheriff’s Office announced this morning that it has already freed eight qualifying inmates. There’s certainly more to come.

On 03-01-2014 at about 8:01 am, officers of the Eureka Police Department located a suspicious vehicle at the 1300 block of H Street in Eureka. A records check of the vehicle revealed that it had been reported stolen to the Arcata Police Department on 2-9-2014.

Officers contacted the solo occupant/driver of the vehicle, identified as Shiloh John Chase (36 years old of Eureka). Chase was soon taken into custody for possession of stolen property. A search of his person recovered suspected methamphetamine.

Chase was transported to the Humboldt County Correctional Facility and booked on charges of possession of stolen property, possession of a controlled substance, and probation violation. He is being held on $25,000 bail.

I picked Shiloh Chase because he has been in trouble in 2010 and before and is one of those names that I remember. There are others. I see them back again time and time on the court calendar. Could have researched more cases and more evidence of drugs being involved. However, he isn't the only repeat revolving door offender. We have many that law enforcement and probation and the court are familiar with that just keep coming back.

While I do think that realignment has affected crime and consequences, Humboldt County had an issue before that. These repeat offenders know every way to scam the system, they beg and plead this time they have learned their lesson, now they will seek therapy, and they will never, again commit a crime.

And attorneys file papers, the alleged criminal doesn't like the result, he/she hires another attorney. The system is set up for these scammers. I could go research the many cases Shiloh Chase and others I recognize have had in the court system for even just the past 5 years.

I am all for consitutional rights and due process but how many times do you have to be arrested and not just for alleged non-violent crimes or petty theft and with drugs? Again, the above questions are not all for situations involving Chase.

How many times do you have to get away scott- free and have the money to hire a private attorney each time before it's enough and you actually have to pay for your crimes?

The title summed up in 1 sentence the dilemma presented by most panelists, mainly law enforcement, court and DHHS. Betty Chinn provided her unique perspective and I was really glad to see her as a part of the panel.

The audience was wonderful and diverse. There were community members, people from various faith organizations, business owners and elected officials. My 3 favorite comments of the night were from the audience were from Kathleen Bryson, Estelle Fenell and Sylvia Scott....

Sheriff Downey, the first panelist to speak gave some statistics, kinds of crimes people were booked for in 2013. Average hold time for a person 51/2 hours. He explained the current policy and spoke about night-time releases. 647 (f) is the code he referred to and mentioned, "subject is placed in detention state to protect the public and because they are unable care of themselves." He elaborated on what that meant....

This procedure was countered by some audience members who spoke and they also addressed the practical difficulties of family members or friends coming to pick people up, money being one issue, mental illness for some.

I applaud the Interfaith group that put this forum together. I thank all who came. Many took notes and did not speak.

The most poignant moment for me was to look around the room. I had friends there, some who are family. There is a bond we share because we have lost loved ones, some very recently. It was hard to sit there and remember the events of this New Year's Eve and New Year's Day and listen to statistics....

This forum was educational but the healing we seek as a community is to be listened to without excuses being offered and to see some action being taken that make us feel safe in our homes and on our streets again.

The article makes note of environmental law violations. And, if they had kids, you might find them on the 'free lunch' rolls, right, because the parents show no income. If they're in town, with an indoor grow, their PG&E bill is likely more than most people make every month, and they might be on some special low-income assistance program. Wherever they live, they might be getting Food Stamps, WEC, and whatever other programs they're 'eligible' for.

And even if they're not, they're guilty of a whole lot more than just illegal growing. There's income tax evasion, likely labor law violations, and any number of other laws and statutes they are either violating or not complying with.

Funny how people who support this behavior will also, with a straight face, pontificate with "It's the law of the land" as a new favorite phrase. When they so clearly don't care on whit about the 'law of the land.'

Double homicide in Arcata: Suspect in custody

Two people, a male and a female, were killed in a house on Eye Street early this morning.

People staying at the house said that a suspect, another houseguest, shot the two with a revolver. Police have no one in custody, but are pursuing a “person of interest,” according to APD Lt. Ryan Peterson.

Victims have not been identified. The houseguests said the female was an 18-year-old high school student.

Peterson said the female was pronounced dead at the scene. The male died shortly thereafter at Mad River Community Hospital. names have not yet been released.

Local law enforcement are looking at using a nearly $123,000 grant to combat a spike in burglaries and property crimes by purchasing software that would allow officers and deputies in different parts of Humboldt County to share information about criminal activity and wanted suspects.

Since the rollout of Gov. Jerry Brown's prison realignment plan in 2011, jail officials have been shouldering the responsibility of holding serious criminals for longer periods of time instead of sending them to state prison. With fewer beds available, a larger number of offenders have been released from jail and into programs like post-release supervision.

”Property crime has gone up 32 percent, burglaries inside buildings are up 119 percent, vehicle burglaries are up 20 percent, and auto theft is up 61 percent -- these are shocking numbers,” Arcata Police Chief Tom Chapman said.

Officials will begin to evaluate the feasibility of using data-sharing software to store all police activity and expand access to information by different jurisdictions, Chapman said.

”We all, essentially, are on our own records and management system. If the sheriff is investigating a series of thefts happening outside the city, we wouldn't know about it,” Chapman said. “There is certainly some communication, but not enough. With data sharing, we can connect dots we weren't able to before.”

No grant in the world is going to help you when criminals know nothing is going to happen to them. Your car burgled? You're mailed a form to fill out. Say the drug dealer gets busted, endures a couple days in jail and he's back out - they know, no one is going to do anything. Cops know, there's no point in even busting 'em, and, in many cases, in even arresting them.

Crime stats come up during the elections, and reporters have allowed Gallegos to skate on his responsibility. Now it's worse, because the craven legislators are looking to brush off state responsibilities.

It's past the point of being fixable. Grants make nice press, but it's the least efficient use of money, pennies on the dollar after it passes through the state middlemen. What a tragedy.

A young white supremacist couple accused of a string of four killings across three states -- including one in Eureka last week -- will be extradited to Washington to face murder charges.

David “Joey” Pedersen, 31, and Holly Ann Grigsby, 24, both of Everett, Wash., waived their right to an extradition hearing during a brief court appearance Tuesday in Yuba County, where they were arrested last week. Washington prosecutors have issued aggravated murder warrants for the two after authorities there discovered the bodies of Pedersen's father and stepmother.

Prosecutors alleged Tuesday that Grigsby claimed that she and Pedersen -- both of whom have expressed white supremacist beliefs -- were heading to Sacramento to “kill more Jews” when they were arrested by the California Highway Patrol last week, driving in a vehicle registered to one of their victims, 19-year-old Cody Myers.

The pair shot Myers in Oregon because his name “sounded Jewish,” according to court documents.

Pedersen also reportedly admitted to law enforcement that he shot and killed a man -- later identified as 53-year-old Reginald Alan Clark -- in Eureka on Oct. 3 or Oct. 4.....

Authorities said Monday they believe a 53-year-old Eureka man found dead Friday was shot in the head amid a multistate killing spree carried out by a young couple out of Washington.

Eureka Police Department Sgt. Patrick O'Neill identified the deceased Monday as Reginald Alan Clark, saying he died from a gunshot wound to the head.

Authorities are alleging that Clark was shot and killed by David Joseph Pedersen, 31, and his girlfriend, Holly Ann Grigsby, 24, both of Everett, Wash., at some point before the pair were arrested Wednesday at the conclusion of a killing spree that started late last month and left four dead. During an interview with the Appeal Democrat newspaper Sunday, Pedersen reportedly admitted to killing his father, his stepmother and an Oregon teenager, and made allusions to being responsible for another murder that had not yet been reported.

O'Neill said detectives don't know of anything connecting Pedersen and Grigsby to the local area and indicated Clark's slaying may have been random.

”At this point, we haven't determined any relationship between the victim and the suspect,” O'Neill said.

Pedersen has the letters “SWP” tattooed prominently on his neck, believed to be a white supremacist acronym standing for “Supreme White Power.” O'Neill said Clark was black but said EPD has not determined whether his killing was racially motivated.

In a jail interview with the Appeal Democrat on Sunday -- a day before he was publicly linked to Clark's killing -- Pedersen told the paper's Ashley Gebb that he expected to be charged with the murder of a “dead Negro” in a truck in Eureka “in that the bullet from my gun is in his head....

Grigsby also spent time in prison for a variety of charges beginning in 2006, including for identity theft and unauthorized use of a vehicle. After completing probation, she was again sent to prison on an identity theft conviction in 2008 and served two years.

Her white supremacist beliefs became clear to her fellow inmates at an Oregon women's prison, according to a report by The Associated Press, and she got in trouble while behind bars for assault and possession of contraband....”

MCKINLEYVILLE – Humboldt County Sheriff’s Deputies arrested a man late Saturday morning after he led them on a pursuit through McKinleyville. At about 11:00 a.m. Deputies saw Nathan Aaron Ruptak talking on a cellular phone while he was driving on Central Avenue. Deputies attempted to make an enforcement stop of Ruptak he but failed to yield. Ruptak accelerated through a red light at Central Ave. and Sutter Rd. and continued northbound. Ruptak crossed into oncoming lanes several times before running another red light at Heartwood Drive. Deputies estimated the Ruptak was traveling about 70 mph on Central Avenue, where the speed limit it 35 mph. As Ruptak passed City Center Drive, deputies saw him throw an item from his vehicle. Ruptak ran a red light at Pickett Road and deputies noted that three juveniles had to run out of the crosswalk and back on to the curb. At Railroad Drive, Deputies saw Ruptak throw additional items from his vehicle. Ruptak accelerated to about 80 mph as he approached Murray Road and failed to stop at the four-way stop. As Ruptak approached Airport Road he threw additional items from his car. Ruptak eventually pulled over and stopped on Central Ave., near Johnson Lane. Deputies arrested Ruptak with out further incident. Deputies found him to be in possession of .5 grams of cocaine. Deputies located ammunition in Ruptak’s car.

Deputies searched the area that Ruptak had traveled in an effort to recover what he had thrown from the vehicle. A citizen told deputies that there was a gun magazine on the porch of a nearby residence. Deputies found the magazine loaded with the same type of ammunition found inside Ruptak’s car.

Because deputies found ammunition, and because deputies saw Ruptak throwing other items from his car, deputies searched the area for a gun. A gun was not located.

Although deputies do not know if a gun was thrown from Ruptak’s car, the Humboldt County Sheriff’s Office is cautioning citizens against picking up a gun if one is found. Never assume a gun is unloaded. Call the Humboldt County Sheriff’s Office immediately at (707) 445-7251.

◼ High-speed chase suspect evades Eureka police
The Eureka Police Department is continuing the search for a man who allegedly has twice fled from officers and on Friday nearly ran over two of them.

On July 10, EPD officers were pursuing a black Audi through Eureka streets at speeds over 90 mph.

Officers chose to discontinue the pursuit at the time in light of public safety due to the excessive speeds, according to an EPD press release.... (the second time) (Bradlee) Sanders allegedly sped southbound on Broadway at speeds of over 100 mph, and officers were unable to keep up due to the excessive and unsafe speed.

Officers are attempting to locate Sanders and have issued a countywide alert on suspicion of assault with a deadly weapon, driving on a suspended license, and a probation violation. Anyone with information on the subject should call EPD at 441-4044.

Authorities arrested a man Friday evening who is a suspect in an alleged shooting that occurred Friday morning.
Michael Alan Coen, 28, was arrested at 7:35 p.m. on Highway 36 near Van Duezen Street in Alton after a concerned citizen spotted the suspect and called authorities, according to Humboldt County Sheriff's Sgt. Ernie Stewart.

”We spotted the suspect and he ran,” said Stewart. “After a brief foot pursuit, we caught him.”
He was transpoted to the Humboldt County jail, where he was booked on charges of attempted murder, resisting arrest and a parole violation.

Stewart said additional charges are expected to be filed against Coen, but he declined to comment further.

Coen was the subject of a multi-agency manhunt Friday in connection with a shooting on the 3400 block of Hillras Way in Fortuna. An armed and dangerous warning regarding Coen was issued to the media.

The Humboldt County Sheriff's Office was notified at 8:15 a.m. Friday that a man was being treated for a gunshot wound at a local hospital. A short time later, the vehicle Coen was believed to be driving was spotted by the Fortuna Police Department. Fortuna police officers saw a man flee the white SUV after he parked it on Rocky Mountain Road, south of the Van Duzen River bridge, an earlier press release stated....

Charles Albert Kesselring, 24, was arrested on suspicion of battery on a peace officer, making threats against an executive officer, obstructing/resisting a peace officer, and a parole violation.
