Shiloh Chase, one of the many repeat offenders or when you should have bail bonds and an attorney on retainer

On 03-01-2014 at about 8:01 am, officers of the Eureka Police Department located a suspicious vehicle at the 1300 block of H Street in Eureka. A records check of the vehicle revealed that it had been reported stolen to the Arcata Police Department on 2-9-2014.

Officers contacted the solo occupant/driver of the vehicle, identified as Shiloh John Chase (36 years old of Eureka). Chase was soon taken into custody for possession of stolen property. A search of his person recovered suspected methamphetamine.

Chase was transported to the Humboldt County Correctional Facility and booked on charges of possession of stolen property, possession of a controlled substance, and probation violation. He is being held on $25,000 bail.

I picked Shiloh Chase because he has been in trouble in 2010 and before and is one of those names that I remember. There are others. I see them back again time and time on the court calendar. Could have researched more cases and more evidence of drugs being involved. However, he isn't the only repeat revolving door offender. We have many that law enforcement and probation and the court are familiar with that just keep coming back.

While I do think that realignment has affected crime and consequences, Humboldt County had an issue before that. These repeat offenders know every way to scam the system, they beg and plead this time they have learned their lesson, now they will seek therapy, and they will never, again commit a crime.

And attorneys file papers, the alleged criminal doesn't like the result, he/she hires another attorney. The system is set up for these scammers. I could go research the many cases Shiloh Chase and others I recognize have had in the court system for even just the past 5 years.

I am all for consitutional rights and due process but how many times do you have to be arrested and not just for alleged non-violent crimes or petty theft and with drugs? Again, the above questions are not all for situations involving Chase.

How many times do you have to get away scott- free and have the money to hire a private attorney each time before it's enough and you actually have to pay for your crimes?

Four cases for Shiloh Chase were up for Disposition and Rest this afternoon in Judge Feeney's court. Luke Brownfield for the People and Public Defender Heidi Holmquist for Chase.... A few fines, a little jail time. People did not ask for restitution today, reserved for future.... Shiloh looked cool and relaxed before his case was called, after all he knew there are never any real consequences.

The jury -- comprising seven women and five men -- found Walker guilty of forcible rape while acting in concert and forcible oral copulation in concert more than one year after he was arrested for raping 20-year-old Jane Doe in a wooded area near the Arcata Sports Complex.

Walker, 38, of Eureka, faces a maximum sentence of 10 years in prison and will have to register as a sex offender for life.

Jane Doe, who testified in the case and appeared in court Thursday to hear the verdict read, hugged prosecuting Deputy District Attorney Ben McLaughlin and DA investigator Jack Bernstein after the hearing, thanking them with tears in her eyes.

”I'm elated with the verdict and really proud of Jane Doe,” McLaughlin said. “I don't say this as hyperbole, but she really showed a level of courage that can't be overstated. She came into court and faced her rapist and showed him she is not the easy target of opportunity he thought she would be.”

Attempts to contact Walker's attorney Owen Tipps were not immediately successful.

APD Chief Tom Chapman attended Thursday's hearing and commended the people who came forward at the scene to help Jane Doe, which he said allowed his officers to take Walker into custody in short order and conduct a thorough investigation. Chapman also said the DA's Office's work on the case was “outstanding.”

”The DA's Office was tireless in its effort to seek justice in this matter,” Chapman wrote in an email to the Times-Standard. “Kevin Walker is a predator. He belongs in prison.”

Walker was arrested in May 2008 after witnesses reported him and two other men fighting in a Trinidad beach parking lot. Witnesses said Walker and another man were holding the third man on the ground, hitting him in the head with a metal pipe and stepping on his face while shouting racial slurs. Walker and the other assailant, Collin Roczey, were arrested on suspicion of assault with a deadly weapon, sodomy and kidnapping, and later pleaded guilty to the assault charge in a plea agreement reached when the victim in the case refused to cooperate with their prosecution.

Walker was on probation from the 2008 case when he committed the rape -- a violation that will add another year to whatever prison sentence a judge imposes.

”We all thought that Kevin Walker really eluded justice with respect to his conduct in 2008, and everybody was very committed to prosecuting this case to the best of our abilities,” McLaughlin said. “We invested ourselves quite a bit in the case. In light of his prior conduct that was sexualized violence against another party, this verdict is obviously important because he now has a conviction to reflect who he is and what he is.”

Officers with the Eureka Police Department arrested a Eureka man Thursday night after a weeks-long investigation into a series of dog deaths.

Donavan Nathaniel Baltzley, 22, is in custody again after officers arrested him for violating his probation, time he was sentenced to last year after pleading guilty to killing his ex-girlfriend's dog. Baltzley now faces two new charges of animal cruelty, in addition to violating his probation, and is due back in court for a pre-trial hearing next Wednesday.

Baltzley, who was given five years of probation by Judge Joyce Hinrichs last September, moved into the home of a Eureka family late last year. In January, the family -- which owned a pair of small Maltese dogs -- reported finding one of the dogs, 8-month-old Bentley, dead under a bed. Just before the dog's death, he began to show “irrational fear of Baltzley,” according to an EPD press release...

Humboldt County Deputy District Attorney Arnold Klein, who prosecuted the case last year, asked Hinrichs to send Baltzley back to state prison when he was sentenced. Hinrichs opted to suspend Baltzley's three-year prison term, instead handing him five years probation, time Klein said would have been better spent behind bars.

”There were some deep-seated issues with him,” Klein said in an interview on Friday. “He had the makings of a serial killer.”

Search warrant yields meth, prescription drugs; pair lands in jail for third time in five months

The warrant was obtained in response to ongoing complaints of drug sales at the residence, according to a press release, and was the third time in the last five months that officers searched the location. Both Michael Nathaniel McNertney, 45, and Gloria Pearl Lindberg, 23, were arrested and charged with possession of a controlled substance for sale and possession of drug paraphernalia.

The two were out of custody on bail and awaiting trial on previous drug-related charges when EPD detectives searched their apartment Saturday afternoon and reported finding a small amount of heroin, unlawfully possessed prescription muscle relaxants, hypodermic syringes and a trio of hidden storage containers which were empty but are believed to have contained large amounts of heroin, based on residue inside them, according to the release.

Detectives later searched Lindberg's car, where they reported finding a pair of digital gram scales and drug packaging materials. During the search, McNertney's cell phone rang repeatedly, and when a detective answered the phone, an individual asked for McNertney, wanting to purchase several grams of heroin from him, according to the release.
