A two-page ballot, and the potential for confusion

The ballot's in the mail: Humboldt County Elections Office readies for big day; registration deadline looms

"...Crnich said the November election will also be the first in which Humboldt County voters will face a two-page ballot.

”That's going to make it more complicated for us,” Crnich said, cautioning that those casting ballots by mail will also have to be aware. “We need to make sure voters know that it is very important that they return both pages of their vote-by-mail ballot in the same envelope. ... If a voter only returns one page, we won't be able to accept the other (at a later time).”
